The Rules on Electronic Notarization took effect on 24 March 2025, creating a commissioned Electronic Notary Public who can serve principals anywhere in the Philippines, working on PDFs.
What you can do now
In person or on video
Notarize a PDF by appearing in person (IEN) or by live video (REN) — with the honest caveat that the rollout is staged and no public list of e-notaries has been published yet.

ENP application form posted; commissioning process being stood up
The application form for lawyers seeking an Electronic Notary Public commission has been posted. The Supreme Court's "List of Commissioned ENPs" page still reads AVAILABLE SOON, so there is still no public directory of e-notaries.

Supreme Court accredits the first three e-notarization platforms
Three Electronic Notarization Facility providers are now accredited: Ohelio, Inc.'s Twala, Quanby Solutions, Inc.'s QLegal, and UNAWA, Inc.'s NotarizeIT. This is the first time platform accreditation can be checked against something official rather than a provider's own claim. A public directory of individual commissioned e-notaries is still not available.

The National Bureau of Investigation arrested five people in Manila for fake notarization using a stolen notarial seal. It is a reminder that notarization fraud is prosecuted — and that a seal alone proves nothing.
